I have been applied for NGO's jobs in Washington DC. I have been to many interviews. 99.99% of those interviewers are Americans. I am very surprised because in Academia (Higher Education). There are many foreign professors and students.
I thought the US have many immigrants. Where are they?

I don't know what an NGO job is but if a job isn't taken by a foreigner it usually means US citizenship and a security clearance is needed.

Many professors and people with higher education levels may still be American even if they are 'foreign' because they are citizens. Having said that, maybe Washington D.C isn't the best place to find many foreigners I would think that there's not really any one place to find them, but I know in Baltimore lots of the professors are foreign speaking/herritage.
I've been here in dc for just over a year, and i see people from everywhere. Being from a small town in Indiana, i love the cultural diversity. I don't really know what you're looking for, but good luck finding it=)

I think Obama has a solution for this also.
Open your eyes. They outsourse jobs to India. If they are not online, it is because they are working from home (India).
Maybe they aren't interested in working for a non profit organization
F.O.A. its all about appearances. The ';foreigners'; are there, just not where YOU can see them.
