Visitors who wish to enter Fort Belvoir and do not have a vehicle with a Department of Defense decal must use Tulley Gate.





Vehicles with decals, but without a DoD identification card holder on board must use Tulley Gate and enter the installation under existing visitor access policies.





At least one occupant of a vehicle with decals must present valid DOD identification in order to access gates other than Tulley.





The Visitor Processing Operations Center issues decals to authorized personnel. The VPOC is located at Tulley Gate (click on map above for location) and open Monday through Friday from 5 a.m. to 7 p.m. and Saturday and Sunday from 7 a.m. to 7 p.m. To receive a decal, authorized drivers must provide a valid state driver's license, a current vehicle registration and proof of insurance.

Seems pretty clear, if you don't have a decal or identification, you access through Tulley. They give you the time they are open, by date and time, and state if you have questions, call the number they provide for you. Sounds like you need to call and make arrangements to get a decal. Prepare to have proof of a valid driver's license, proof of car insurance and the car's registration.
